Well, either the fan went out or the power to the fan has been interupted. I'm sure an oem part would cost as much as a used head so I'd find a similar sized cpu style fan (same voltage too) online or at a place like Fry's, and make it work. As far as testing, you could get a multimeter and learn to use it or trial and error starting with replacing the fan itself.
Check power to fan. If getting power, try giving blades an assist to get started (careful here - a plastic straw works well). If starts up with an assist then it's probably gunked up (to use a technical term). Try removing and cleaning with a spray electrical cleaner; though that may remove lubrication as well.
Do what others have already said, check that the fan is getting power and that the wires aren't frayed , loose or broken.
If it's the rectangular dichroic head I think the back cover of the head comes off with 8 self tapping sheet metal screws,
the fan should have a label on it with a model number and manufacturer, google both and that and it should give you a
similar if not exact replacement part that won't have a OEM price.
Most likely if a fan needs a push to start it's time to replace.
I worked on one of these for a friend and I believe the fan was 120mm x 120mm and ran from 115-120VAC (measure yours to be sure). Some replacements for that size can be seen here (OA109 series):

If the fan is the Sunon SP103A, they are less than $20 new.
And there are many equivalents.
