Sexual preferences aside, hair, especially when dark, brings a lot of attention to he pubic area. To me, this is either good or bad depending on what I'm going for compositionally. This particular photograph wouldn't have worked at all had the model been shaved. Others wouldn't work at all with hair...

In my experience a lot of it has to do with very... practical matters. AKAIK, people have been shaving their pubic hair for as long as oral sex was widely practiced in society.
