I already had the folders set to details view, but that along with the simple solution of addition of setting my folders to "General items" in the custom tab (thanks Steve) means I can now open them without Win 7 trying to load all the tif files.
I still need to be careful not to accidentally select a large image (a single click starts the load process) but I can live with that.
I also found by selecting "Launch folder windows in a separate process" in the folder settings (view tab) it minimises the impact on the rest of the system if you do click on a large file. It still consumes all my RAM, but the system remains responsive. Presumably this is because each instance of explorer.exe gets it's own CPU resources.
