It is legal because during an election it is considered a public place (even if it is in a church basement). The key is not to get in the way. It's a busy place...don't slow the line down or go into places that are reserved for elections staff.
Apparently posting a photo of your actual ballot is illegal in some places Frank. Heard a story on the radio this morning, quick Google gives me:

As for polling places being busy I doubt that will happen over here later this month. Many of us can vote for a Police Commisioner (or something like that) and a turnout of below 15% is expected. That includes the postal vote.
