Name of this possibly urban landscape photographer?

I'm looking for the name of a photographer I saw either on tv or in a photo magazine some years back. I barely remember much of it, but I think it's a guy, and in order to do his photographs of urban landscapes (might be more subjects) he takes over nearly a whole city block for a day or so, cutting down distracting street signs, getting fire trucks to spray down the road and such to make it look like it just rained, and all kinds of things. I think his work is in color.

Any idea who this is?

That's him. He makes a big deal of the way he does it which isn't much different than a film crew would do it. In fact, he hires a cinematographer. The examples i've seen look quite "lit" in my opinion. He does make $$$$$$ for those prints though.

he has done a new portfolio of work called Sanctuary which is much more traditional in it's approach. All B&W. Unfortunately digital capture and printing. Saw the prints at the Gagosian gallery during my visit to NY last fall

IMHO the guy is not really a photographer, more a director - he employs someone else to actually operate the camera.

He thinks up a scene, then employs all the usual bods who do cinema work in order to put it together, ie it is DIRECTED art, the camera is the afterthought which is used to document the art, much the same as happens in the photography world but on a massive scale.
