No, they are taught to calculate the truth. Very little time in engineering school is devoted to teaching them how to tell anything, including the truth, whether in speaking or in writing. They usually lack language skills, and often lack tact (especially in contentious situations where it is most needed), or both.
Lawyers are licensed, professional communicators, a skill they often put to poor use (especially when they are not lawyering).
