Sure is. But not off-the-shelf, typically.
Ilford does a special run every year for delivery in about September. As I recall 12x20 is on the list for FP4+ and HP5+.
I see that Keith Canham is now tying to assemble orders for ULF film to Kodak. I hope it all works out well. Good news is, there is actually a Kodak part number for 12x20 320TXP. I got some 12x20 TriX about 4 years ago by special order thru the View Camera Store. I'd talk to them (they work closely with Canham, too), or Badger, etc. and just make sure to get in the special orders next year. Call around, maybe some of the dealers got some extra stock from this year's order.

Unless it has changed since about a year ago, Wephota is just rebadged Foma. If it isn't, it's very similar. I got some from Geert some time back in 7x17 that I cut down to 5x7. For the NP 22, I develop the same as Foma 100 in Rodinal and can't tell a difference between the two.

I never tested these films or other products from this company.
But generally I heard only good things about the company.
And they cut custom sizes in small orders

I have some color 12x20, 2 boxes, (I think) that I was going to have someone cut down to 5x12, but never got to it. I suspect I never will. I should sell it.

Silverprint in London are the UK dealer for Ilford's ULF film run each year.
