Actually, it's a fine point of distinction between registration and verified membership. Yes, you are registered on Paypal and can transact business at certain levels. What you are NOT, is a "verified" user, which is the user level achieved by giving your bank information to Paypal for an additional level of "identification" as they call it. Verified members have certain hold limits on sending money, etc. at a higher amount than when unverified.
Another limiting category is whether you have a confirmed or uncomfirmed address listed with Paypal. Many Paypal users will not send items to you if your address is unconfirmed.

which you received a partial refund of $200 due to the coverage amount.

Hey guys,
After 100+ transactions in eBay/paypal (and zero problems so far -lucky me!)
allow me to list few tips:
- Apply for the PayPal card and use it only there.
- Request the SecurityKey ($5) and link it to both eBay and paypal.
- Read the terms if concern about the buyer protection.
- Consider only the portion of feedback as a seller.
- COMMON SENSE -nothing will replace it.
My two cents.
Any other tips more than welcome.
