The name sounds like the old east German (DDR) ORWO.
Do you have a size for the film and a last usable date ?

NP 15 is manufactured (or branded) by Wephota, a german company: www.wephota.de
I use the NP22 in 8x10" format and find it very similar to the late fortepan 200.

Try developing like Efke 25. There's a fair chance it's the same film. (The film probably comes with a single triangular notch and it's packed with thin black paper sheets in between the film sheets.)
Be very careful not to scratch the film when wet. If it's Efke film it's very scratch-prone. Also, if possible, use a hardening fixer, unless you develop in some sort of Pyro developer, which in itself hardens the gelatin of the emulsion.
As it is fresh, you can rule out quite a few of the old factories. In (former eastern) Europe there is Foma and Efke left. Efke makes their PL 15, which is famous (or infamous if you want) in it's own right. There are some "new" emulsions in that speed range showing up in 35mm format, but we're to wait for these films to show up in large format cuts.

Foma does not produce film that slow. I would also think it's Efke or Wephota (most likely) film.
