    It is in Rotterdam the Netherlands and is called "de Hef" The Lift.
    There's a lift bridge in Duluth, MN of the same type - it was originally a "ferry bridge", with a car that was pulled by cables from side to side.

    Last winter I photographed the Duluth bridge, but haven't gotten to scanning or printing it yet. Here's a "man w/cam" shot for reference:

    You would have enjoyed the location where the taker of this photo was: standing on ice-covered boulders over a Lake Superior breakwater with 3' waves rolling in. That was exciting! A few minutes later I was hauling my camera & tripod over said boulders, slipped on the ice, and whoop! - down I went, gear falling on top of me. Fortunately we didn't go all the way into the drink, but it got my blood pumping for sure.

    The James River bridge from the east. Kind of a postcard shot, but the bridge is still cool. It looks remarkably similar to "The Lift" above, though you can't get anywhere near the functioning parts without a boat.

    Yes. And it's fun to cross the Willamette on your bike alongside one of those trains as well!
    I hear Steel Bridge is the only double-deck bridge with independent lifts in the world.
    In any case, though there are more glamorous bridges in Portland, Steel Bridge is one of my favorites as well.
