I am not sure how liquid water can be thought of or considered anything but wet. The connection between water and wet is in our genes, but hopefully not in our jeans.
If an image of water does not look wet, it is because it is an image of water, not water itself, and one is holding back one's imagination -- expecting the photograph to do all the heavy lifting. Viewers have a responsibility too.

Duane Polcou recently posted a lovely shot on FB LFP group of snow, ice, and moving water which is about the best representation I have seen that has a wet look. Perhaps he will post it here.
