Problem with Kodak Fixer powder

Hi All,

I recently switched to the Kodak fixer powder. I am following the simple Kodak protocol to prepare the fixer solution but I am unable to completly dissolve the powder. Why? What is going on?

Be sure to mix powder at correct temperature. UNDER 80*F. (26.5*C.). Pour SLOWLY and then shake like mad. Let it stand. Then shake like mad again. It'll be fine.
