    The Paterson Orbital (if used carefully) does a good job, and they are more available, and more plentiful, on Ebay in the UK than they are in North America

    Just get an old Yankee developing tank, or equivalent.

    A Unicolor 8x10 tank and motor base can be found quite cheap if you are patient.
    Other than that the cheapest might be to make light proof tubes out of PVC, search for how on Google.

    I've got a spare unicolor drum and am in the UK. You can have it for the price of shipping. It'll do about 4 sheets of 4x5 at a time. Drop me a pm if you're interested.

    Thanks to digital photography, there's a lot of dirt-cheap darkroom equipment for sale. I've been able to find two Jobo 2521 tanks with 2509 reels for under $20.00/US. It holds six 4x5 sheets on a reel, is filled with about 1500cc of solution, and is hand-invertable. (Jobo insists it must be used with their rotary processor, but I've had good results with developing times longer than 10 minutes, with a single inversion every minute.)

    That more expensive then the mod54 and Paterson tank the OP already said is to expensive.
