Question about Kodak 2D extension rail "connector"

Can anyone please tell me how the "connector" on the extension rail is supposed to work? I understand that the rail ist fixed with the screw, but how is this little round "thing" supposed to work? There is a spring driven "lock" part on the other side (not shown in the picture), but there seems nothing to lock in on the circular part on the extension rail...

The round thing is supposed to push down on and cover a spring loaded safety stop that keeps the rear standard from coming off of the back of the tripod base when there is no extension rail present.
