copal shutter far off

Hello

I just bought a second hand nikkor-W 240mm with copal-3 shutter. But when I check shutter times at 1/2" and 1" they seem to be off a lot. For the one second shutter speed it actually is more than 2 seconds, even close to 3".

Is there a way to get this shutter in line again? I live in Belgium, so information on repairshops should be at least in belgium, netherlands, germany, france.
