The advantage of using axis vs base tilt is rather small in my opinion. Typically, I figure out how much tilt I need by focusing in/out as I slowly increase the amount of tilt.
If you have enough of them, they are very stiff and won't bend. I put around 20 per large ZipLoc bag.

I think the Microtek scanners (www.microtek.com) fits your requirements properly at a reasonable cost ~$1000. My concern with 4x5 wouldn't be DPI, but rather Dmax.
Unless you shoot in very windy conditions or you don't have enough bellows draw, it wouldn't make much sense to consider the telephoto which comes with numerous disadvantages.
Bill, I doubt that the 540EZ has a guide number 190. It is 177 ft fully zoomed to ~100 mm focal length.
Back tilts will cause not just less, but rather absolutely no vignetting if there is no vignetting in the zero position.
Andreas, you'll have to crop the 4x5" if you use lenses with such small image circles that are "meant" for 6x12 cm as Bob points out.
