Most bulb flash units consisted of a battery, a resistor, a capacitor and the flash bulb all in series in a loop. Pushing in the flashbulb completed the circuit and started charging the capacitor....

Washing out is only half of the process. It needs re-lubricating in all the right places otherwise when dried out, it will jam up again as you have found out.
Whilst wet, the lighter fluid works...
