If weight is not a problem, you can probably find a decent Majestic tripod on Ebay in the $100 range. With the large geared head it an extremely steady machine.
Reread what Andrew Glover suggested. Try an Agfa T1200. Available for under $100 on Ebay, and with a little practice they can do a great job.

I agree with John Kasaian's recommendations of the Kodak lenses. Excellent lenses with plenty of coverage, and they are affordable.
