Also I think Palm labs still do 10x8 in Birmingham.
I've used one for the past year and while they are very very good you can save a lot of money by buying some anti glare glass and using coins or cardboard as the shims.
Same here, XTOL works really well, loads of shadow detail and easy negs to print.

I bought a spare CPA-2 last year and that didn't have a drain so maybe they were issued without one?

Looks like it could be the lab but just to be sure have you run a roll through each camera and send them to a different lab.

Not done the exact comparison but I've had a few 1dskm3 files taken on a 16-35mm and some 5x4 ektar enlarged to 30"x20", taken on a 150mm, and then drum scanned.
Film easily wins.
