I now always pre-soak. Most importantly, I have stopped doing continuous agitation. I think this was causing the turbulent flow and over developing parts of the negatives you saw before. Now I agitate the first 30 seconds, then agitate every 30 seconds to hear the film click. I get consistently developed negatives now. The blog post above was also very helpful. Thank you all!
That is excellent news, congrats. That example photo clearly illustrates that you have tamed the issue.
I am reminded of problems I had ten years back when I started working in 8x10 and I followed the instructions I was given in the 1980s for developing sheet films, which was to lift the sheet out of the tray at each agitation interval and allow it to drain a couple seconds before putting it back in the developer. This, of course, introduced additional developer action along the drain sides, so I quickly abandoned that technique!
