Your own home or the home of a friend. Other than that I can’t think of any place that has “universal” anything.
yeah, I think any location is going to be on a location by location basis. You'll probably have the best luck with large open loactions that aren't crowded. So a large train terminal at 3am. They might have a no-tripods rule, but if its empty and you ask security before you do it, they may be accomodating.
Ask for permission, obtain a permit if necessary.
A little more description of your goals might be helpful, or even what country you are operating in. I agree that universal permission and indoor is probably none. If you're really looking for some kind of practice more than a particular subject, you could often get away with setting up a tripod in a parking garage.
I’ve been thrown out of parking garages while using hand-held cameras so I don’t think tripods will be automatically welcome. I would talk to whoever is in charge of the space you want to photograph and explain your goals. You might be surprised and they’ll give permission. I once wanted to shoot from the top of a garage and the manager said it would be fine with him as long as I didn’t get caught by a security guard. I asked how often the guards check the top floor and he made a face which I took to mean “rarely”. It worked out well.

I don't understand the nastiness. As I read the question, all @Wishegan is asking is what categories of indoor public places are liable to let someone use a tripod. It isn't hard to come up with examples, either.
