I "nailed it" with a little help from curves in PS! The negative was bound to be flat because the subject was, but I think it could have used a bit more "snap" from extra development. Having grown up with analog processes I feel like the ease with which Photoshop allows me to correct my flawed negatives is cheating somehow. That's BS, I know, since masks, dodging and burning, etc. have always been part of the printing process, but the closer I can get my negatives to the way I want them before I start manipulating them the better.
