It's a wet-plate image. Part of the charm of this process is its "imperfections". Instagram only tries to (poorly) replicate this "effect".

I think you'll find that vintage ambrotypes and tintypes also had rough, textured edges from where the plate rested against the film holder, but these imperfections were always hidden by frames or mats. Many modern practitioners of the art embrace the flaws as part of the process, much in the same way some people, such as myself, often choose to include the goopy borders on their Polaroid images in a way that was not originally intended.
tl;dr: It's an aesthetic choice.
