and as far as the ATV goes... it could be useful if you drove to the far south or north ends of the dunes and jump the fence, but anything in the Off Road vehicle area is usually pretty beat up. January wouldn't be as bad as summer though.

this is the campground if you are interested in shooting the Oceano Dunes...

no others offer access like this. Get the right site and you can set up your camera in your campsite and get some pretty cool shots without stepping away from your satellite tv and refrigerator.

If your talking about the ATV rentals that is just an option not a requirement and its up to each individual to check on those prices and do some research on the cost associated with it...
