The old railroad bridge is to the left--you can see one of the original stone piers of the first bridge of the Richmond-Petersburg Railroad. There were two other bridges constructed along that site--the original bridge was a box truss made from pine planks and it burned--but their concrete pilings are smaller and I don't see them in the photo.
The automotive bridge is the Manchester Bridge, which replaced the old 9th Street bridge that was flooded by Hurricane Camille and then later by Hurricane Agnes.
The flood control structure in the vicnity is a low-head dam that is left of your photo, and takes a bit of a wandering path across the river. The purpose of that structure is to slow floodwaters, near as I can tell, to minimize erosion. The structure you picture has the purpose of feeding water into the Haxall canal between the north shore of the James River and Brown's Island, which you were standing on when you made the photo. That canal was originally built in the early 19th century to bypass the rapids in the main river to allow navigation. But its current purpose is to supply cooling water to the Virginia Electric Power Company coal-fired power plant at the south end of Brown's Island, which was renovated and reopened a few years ago. This structure must therefore be what the kayakers in the area call the VEPCO Levee. I'm sure it was built during a prior incarnation of the coal-fired power plant on Brown's Island, which was flooded and closed as a result of Camille and Agnes. But despite my best attempts from 5000 miles away, I cannot determine when it was built.

And I appreciate your effort, Rick. Thanks. I live in Newport News, about an hour southeast of Richmond, and I'll pay better attention the next time I'm upstream. The canal you mention is part of a very nice waterfront. For some reason I haven't seen many people walking along the pathways there.

I did indeed. I lost a loupe last year in deep brush. After digging in vain for some 15 minutes I gave up, only to discover the next day, to my deep horror, that the brush had been primarily poison ivy.
I was 3 months recovering from that clever move. I keep a tight grip on my loupe these days.
