Try a dropper and measure the amount you use.

Sorry. I can't help then except to say pouring too much emulsion is the lesser evil.
As Richard says, use an eyedropper to apply the fluid. When I did this years ago I always used a calibrated pipette to apply the same amount each time to the centre of the tintype. Then I used a spin coater to spread the fluid evenly. I think I used something around 2000 to 4000 RPM depending on the thickness required. Maybe you can rig up a spinner using a small motor. The surface to be coated needs to be quite horizontal.

Thanks the eye droper was easy and i used a small foam paint brush to spread the emulsion, looks like that worked will shoot some today to see - thanks you all helped a lot
