    I very much like that my (medical) X-ray sheets from Carestream are individually packaged, sheet by sheet in an envelope.

    no, the lead is for absorbing stray x-rays instead of letting them potentially reflect off of something nearby and back onto the film. it's not involved at all in converting x-rays into visible light that the film is more sensitive to, or "electrons" as you put it. those are two separate layers.
