Could the wait time between discarding the developer and putting the drum back on the motor base and pouring water(water stop bath) into the rotating drum cause any streaking or other problems?

I guess it depends on how fast or slow you complete that operation. Technically even if you have a Jobo processor with lift, this is still how it works. The lift disengages the drum from the motor, the liquid pours out, then you put the lift back down, drum starts rotating again and you pour the next chemical into the lift.
In your case, take the drum off the rollers, empty it, put it back on the rollers. Same thing except you need to make sure you get the tripod/filling hose placed/inserted quickly so you can pour in the next chemical right away. Might take some practice and adjusting to make that part of the operation quick/smooth/easily repeatable, but worth the effort in my opinion if you can make it work.
