Acme Synchro Shutter Flash - No Setting

I have an Acme No. 3 Synchro Shutter without the flash speed setting or flash cocking lever. There's a piece of brass under the holes where these would be. However, it does have a bi-post connector, which reliably triggers the flash when the shutter trips.

Would this be a factory configuration, or would the flash sync have been added later? What is the sync delay? Would it be X?

If the shutter trips when the shutter is wide open it is OK. This likely is a shutter which had no X-synch, and it has been added with the bi-post connector, which in my estimation may have been the best ever devised, Very dependable and large enough to not be so likely to be damaged.
