Vector Art and Printing Requirements

I do enough artwork and printing with printing companies to get myself in trouble

So here is my Q: Is it permissible to have the vectors to extend beyond the boarders of your work dimensions. I want to say that its a no no but I am hoping that it does not matter due to wanting to get this done.

I used to work as a Production Designer at a printing company and we'd get vector work like that daily, it was never a problem. The artboard should determine the file dimensions before any vectors or clipping masks will. If it is a problem, the printer will either make it work or let you know how to fix it.
