I picked up a Wein WP500 flash meter years ago for about $25.00. It is probably not as sophisticated or versatile as a modern flash/ambient meter but it has always worked well for me. Have used it for color and b&w and for fill flash. Takes a 9 volt battery. There are always some on ebay for not much money.

    Minolta flashmeter 3

a used one you can get for 80 bucks

downside: batteries cost a ton, so look for a 4 if you can..but if you see a III with fresh batteries for 75-80 - nab that

I have a bid in on this model. I never thought about the batteries though.

I'll vote for sekonic also, however expensive they are good and supported (though never had a problem with mine) but mine is the top model the 7xxDR (xx for numbers I can't remember lol)

I've got the Minolta Flashmeter 4 and it works great. I bought it off Ebay several years ago. I can't remember now what I paid but it couldn't have been too much. I'm pretty cheap!
