It is not a balsam separation that affects early batches of Super Symmars, it is a haze on the inner surface of the first element. I presume it is a redeposit of glue used to fix...
Seems to me more like a motion blur. Look at the eaves, thereīs quite obvious double line, donīt you think? It wouldnīt be any wonder, if you need full extension of your camera.

Correction. There is also a protrusion on the setting wheel with markings. This protrusion slips into the second wheel located under the front panel.
Disassemble the IBT setting wheel. Outside the shutter casing there should be just the wheel with IBT markings, screw and screw spring pad. Is it so?
