Tyler - looks like a film problem to me , neutral backgrounds can be impossible Minus Density and Plus Density issues.
I have a flextight and Creo and have never seen this type of issue. Has your friend tried to recalibrate the machine for focus issues, there may be some hesitation on the rollers, the Flextight is a pretty simple and rugged design. Hassalblad I believe is in Vancouver and they do fix the machines.
A lot of times its dust on the condenser. Have him clean the bottom part when the lamp is and see if it gets rid of/moves the stripe!

I had similar problems with my Imacon 949. Se attached image.
I tried to get it serviced locally, but he never managed to find the problem, or solve it. (It was only visible 4x5s). So I sent it of to hasselblad for a proper service. They said it was due to bad crystals. You can also see it on the histogram from the developer menu.
It all went under as normal service. Now it works!
Super scanner by the way. Been using it professionally for the last 10 years. I used to have a flextight, but the 949 is just much much faster! Kind of same quality, but saves a bunch of time.

You might contact B23 Hasselblad Repair in Copenhagen. They are an authorized repair center for Imacon scanners and have parts for older scanners. Definitely either dust on or under the condenser, or fauly CCD / circutry. My 949 was recently serviced for the same issue and had the CCD replace, now it's perfect again. The problem only showed up with 120 and 4x5" for me.
