How do I leave the shutter open on Seiko shutter (fujinon 90mm f9)

I don't see a shutter open/viewing switch on seiko shutter (fujinon 90mm f9) I do need to use Bulb for composing?
I do see one small switch that's stuck, not moving at all. I'm assuming that's it but I have no idea what to do? Thanks,

hi, I have a Fujinon 125mm mounted on a Seiko shutter and the switch to open the shutter blades operates only when the shutter is cocked.
