I just got a new safelight in the form of the Heiland LED color/BW model. It's red channel is specifically targeted at 630nm. I see that DP paper extends slightly beyond 630, to about 650. Should I worry about fogging here or will this be a minor issue?

While I never heard back from Ilford, B&H kindly sent me a new box of paper that was from a different lot. Seems to confirm there was something wrong with the first box I got since the new box behaved as expected.

First test from the new box:
    ISO 3, no preflash
    Nikkor-W 210mm f/5.6 shot at f/16 @ 1/2s
    Ilford Multigrade 1+13 2.5min in SP445, TF-3 fixer 1+4 2.5min
