Rodenstock 75mm f/4.5 Grandagon MC lens

I have just bought a Rodenstock 75mm f/4.5 Grandagon MC lens. The ring that changes the shutter speed moves the part that has the numbers of the different shutter speeds. The red mark on the ring that changes the shutter speed is stuck between "2" and
"4" on the shutter speed markings. The shutter speeds change from fast to slow as I turn the dial. Both "B" and "T" work as well. Is this an inexpensive repair? This problem doesn't seem to affect the function of the lens, but it is an inconvenience.

Perhaps, depends on if it just needs a small repair or a new shutter. If a new shutter then it can become expensive.

"Expensive" depends on context, i.e. what was paid for the lens. Brand new it costs quite a lot:

A new replacement Copal 0 shutter is, by comparison, pretty inexpensive:

Moving the cells (along with any shims) and scales to the new shutter can be accomplished by anyone with a set of jeweler's screwdrivers and careful work habits.

If one decides to go the "new shutter" route, I'd jump on it right away. There have been rumors of Copal ending production; B&H no longer lists the 0 size, though Badger still stocks it.
