Dan, that is certainly true for most Tessars - 1.1. as a factor is about 58° coverage, but it is not always true. For their f/6.3 versions after WW II (135 and 210mm), Carl Zeiss Jena claimed 70° coverage (at f/22 I assume), which is a factor of about 1.4 of the focal length. That value is pushing the design, as it is not suited that well for WA applications, no question, but.. The f/6.3 helps in doing it but a small maximum opening is not the whole story(for the f/8 270mm Zeiss Jena list 53° as the official coverage).
