Have I seen this before? Is this like a power house that has train tracks on both sides of it?

Jim, if you're asking about the image I just posted it's Fort Flagler (Marrowstone Island, Washington). I'm not sure of the original use of the building but it's surrounded by a massive berm, no room for railroad tracks.
