The tight ones can sometimes be helped by putting a miniscule drop of oil on the juncture of the ring and body, on the back of the shutter. The loose and floppy ones, I haven't found a cure for them. Yet.
NORMAL would be free moving. If any are tight there are issues. There can be binding when mounting to a board. There can be goop or dirt buildup inside. I had one lens with a tight mechanism secondary to a blade that jumped out of its pin. I had another one where the 'index' screw was too long and pressed on the blades.
