Sometimes it's a road, but it's in a very low area that's already pretty much wetlands to begin with so after a few days of heavy rains it looks like this for a while. The whole area is a former Gulf Oil storage facility so it's not exactly a public road and no longer maintained at all.
Since the Gillespie Dam was breached in 1993, a natural riparian preserve has slowly formed. A sanctuary where Pelicans, Egrets, Herons, and water fowl flourish. The jagged edge of the broken structure mirrors the slopes of the nearby Buckeye Hills in a blending of unique Arizona topographics.
