The F-stop dial on my Fuji 90mm lens (with Copal 0 shutter) is way too loose. It's so bad, I have to be compulsive about checking to make sure it doesn't move right before exposure.

Maybe, but don't blame the lens. The aperture is part of the shutter.
Ok, granted it's the shutter; how to fix?
