It's a built in timer and it starts when you pull the film through the rollers starting development timer. That's all that is and can be used as regular 545 with no batteries or timer not turned on. This is all based on memory owning a Pro model many years ago.

Yep, the buttons let you select the type of film and the corresponding development time.
I bought a bunch of Type 56 (sepia) film when Polaroid went out of business.
Unfortunately, the developing gel has turned into powder now. I keep the boxes and the holder for memory...

That's the Pro model of the 545 holder. You set the film type being used and, as Louis said, a timer runs for the correct development time of the film type selected. It also takes into account the ambient temperature and adjusts the time, accordingly. And, yes, the batteries are only for running this functionality. The holder works like a standard 545 holder, if you don't want/need the timer.
