How to Eliminate Scan or Development Lines in Post?

I have a a fairly thin neg from a few years back that scanned with some lines across the sky. I've attempted using the clone brush and healing tools to hide it, but with no luck.

I was wondering if anyone out here has some good methods for taking care of things like this. It feels like it shouldn't be too difficult and it could easily be that I'm missing some procedural knowledge here.

Are the lines on the negative? Otherwise they shouldn’t show up when you print the negative.
