I am on the east coast. Interesting that you mention Santa Cruz. A former friend, artist and art teacher, an unusually attractive lady but with an unfortunate penchant for disclosing private information publicly, resides there. She would have been a good candidate but for the estrangement and that I won’t be traveling there anytime soon.

I have heard of photogs hanging out in strip clubs with a stack of business cards, but I never tried it... (Nor would I want to)...
Others told me Craig's list was their source, but models often didn't show up on time or at all...
Get their ID before shooting and copy...

Good Catholic upbringing, strip clubs aren’t part of my vocabulary, but otherwise interesting suggestion. Not a fan of Craig’s for many reasons. Some have good luck, I haven’t.

Given the difficult locations those signed docs will be ever more critical.
