It looks more like a camera made by a good craftsman, not mass produced by a company. A few items, like the focusing rack and pinion, would be purchased.

Probably German, first decades of 20th century (truncated bellows);
they were mostly indicated as 'Reisekamera' (travel camera); guess yours is made for 13x18 cm plates when you can find the correct plateholders:
