This density value is consistent with the Zone VII that John Sexton uses. (May not be exact; but, it's close.)
As mine is showing 1.42 on print its looking a little dark to me and I would like it a touch brighter. To to this am I right in thinking that I need to reduce development time on the next test, maybe by 20% to see how that prints

That's close enough. Nonetheless, you might try developing a smidge more. I just read your last point. If the tone looks dark on a print, then you need to develop a bit more.

Sounds like you've got the problem sorted, but my Zone VIII negative was created from a white card in sunlight, exposed using my personal EI, then developed for Zone VIII density.
