Look on the clamping bands on the legs. There should be a small hook on them. That is for a chain or, if necessary, cord.

You have one of the older East German ones so it is possible that those attachment points aren’t on yours, in that case a chain is the easiest, or a cord.
I used to use a chain. However I spoke to Berlebach and was able to get the parts to bring it up to the current standard with click stops. Easy to fit and work perfectly. Not shown on their site but worth an email?
Edit: You may have a different model to me so this may not be possible, sorry. Might be useful information for others?
Your tripod is from a very old model, as Bob Salomon says, it's before 1990. But Berlebach is an old company and I suggest you send them an email with a photo of your tripod and asking their opinion. I'm sure they will help you to restore the tripod to working properly. Old fiirms need to support their products to stand in the actual environment and I'm sure there is a way to have this tripod restored,
I bought a Berlebach tripod with head off eBay and the head was missing the tripod screw. It sold really cheap so I'm assuming the missing screw was the reason. Anyway, I contacted Berlebach and ordered a new screw. They were really nice people to deal with. If you want to contact them, I'm sure they will be glad to help you.
