Pierre, the 164 x 215 mm sizing you selected for whole plate will work but is sort of at the high end of the dimensions especially taking tolerances into account.

Please refer to ISO 1012:1998, "Photography - Films in sheets and rolls for general use - Dimensions". This standard traces back to the era when whole plate and the other "odd" sizes were still being commonly produced, and the holders would have conformed to film dimensions listed. Particularly useful for your need are Tables 6, 7, and 8.

The whole plate (16,5 x 21,6 cm) is a recognized sheet size in the standard, with "Aim" or nominal dimensions of 163,5 x 213,8 and a tolerance of +/- 0,8 mm for each dimension. I would recommend using this as your target dimensions to ensure the sheets will fit in the holders out in the world.

Let me know if you need any other dimensions out of the standard if you can't get access to your own copy. Happy to help. There's a few on your list that deviate from nominal in the standard but should be ok if the dimensions you list aren't exceeded. Shanghai B&W should have a copy of the standard on file.

I believe the cutting sizes,164x214mm, for full plate is acceptable.
I will update it soon.
