I'm pretty sure the rear set are air gaped and the seller makes a point to state that in his text. Also if you look at the set of photos the one towards the end shows two pieces of glass and two of metal cell rims This seems to be the rear set separated to show this.That said It's not a SUPER clear eBay listing but I think the seller at least knows it is a fairly fast Petzval in a ridged mount. It's price is one where he'll have to wait for the right buyer/sucker to come along.
Also if the dates are correct (Circa 1874-1876) then it should be a Petzval and not the following variant of 1878 that cemented the two rear elements...
It's a nice lens at half that price, I think.

Is it correct to presume Voightlander Euryscopes are not Petzvals. What are they?

The aplanat Euryscopes started with series II and the original Petzval Portrait lens from around 1841 was, in catalogues, called the Euryskop series I. But never engraved on the brass!
Voigtænder introduced a very fast version (f2.3) of the series I petzval called the the series Ia in 1901. Made in only 5 sizes and in small quantities and they always attract insane interest when they are uncovered.
