The item shown in the attached image is one of two that came with a batch of unwanted darkroom equipment.
The stainless steel strip is 1 inch wide.
If anyone has any ideas or suggestions I'll be glad to her them.

Seems like a "thing" that can hold two film tanks?
Unfortunately, that's all I have in mind for that part.

This is just wAG, but ...
It might have been used to hold two compressed-gas bottles together in a situation where the wall bracket would only secure one bottle.
This is a serious safety issue from both a legal and ethical standpoint.
If a bottle falls over and the valve breaks off, the cylinder becomes a rocket able to penetrate a concrete wall.
It's a pretty strong clamp, made from 1" stainless steel strap.
But the attachment bolt is just hand-operated, so it did not exert much pressure.

Looks like a band for holding two scuba tanks together. Did the owner do diving or have bottled gas in the darkroom?
Might be part of a Morse rewind-type processing machine for aerial film. Some ex-Air Force type might be able to confirm that... or not.
